“Offered” is one of the most easily misunderstood words in school data. A school can report Advanced Placement, gifted services, or computer science while students experience very different levels of access.
Program indicators are valuable because they reveal where to investigate. They cannot, on their own, tell you how many courses run, who participates, whether a class is available every year, or whether your child can fit it into a schedule.
Separate existence, depth, and access
For every program, ask three different questions:
- Existence: Is the program currently offered?
- Depth: How many courses, levels, or service models are available?
- Access: Which students can participate, and what prevents participation?
A “yes” answers only the first question. A high school offering one AP course is not equivalent to one running a broad sequence across English, math, science, social studies, languages, and the arts. Likewise, computer science might mean a single introductory elective or a multi-year pathway.
Ask whether the course actually runs
Course catalogs describe possibilities. Master schedules describe reality. Low enrollment, staffing changes, scheduling conflicts, or budget decisions can cause a listed course not to run in a particular year.
For Advanced Placement, also ask whether the school expects students to take the corresponding exam, whether exam fees are covered, and whether an equivalent dual-enrollment option is available.
Look for gateways and bottlenecks
Formal prerequisites are only one kind of gateway. Teacher recommendations, prior grades, test scores, parent requests, application deadlines, transportation, and schedule conflicts can all affect access.
In gifted education, learn how students are identified, when screening occurs, whether families must initiate the process, and what service follows identification. A label without a clear service model tells you little about the student experience.
For computer science, ask whether courses require prior math or coding experience, whether devices are available, and whether the sequence leads beyond basic digital literacy into programming, data, cybersecurity, or other deeper work.
Participation reveals more than the catalog
If the school can share it, participation data can clarify whether a program is broadly accessible. Useful questions include:
- How many students requested the program and how many enrolled?
- Do participants reflect the school’s overall student population?
- How many students complete the sequence?
- Are introductory courses available early enough to support later advanced work?
- What academic support is available to students entering with less preparation?
Interpret missing data honestly
A blank value does not mean a program is absent. It means the source used for the profile did not produce a usable answer. “No” and “not reported” are materially different, and a responsible directory should preserve that distinction.
The federal Civil Rights Data Collection is also historical by the time it is published and joined to a current directory. Use its program fields as dated evidence, then verify the current course catalog and enrollment process.
Why our program ranking is deliberately narrow
Our high-school program table counts the number of positively reported categories among AP, gifted services, and computer science. It is not an academic-quality score. It does not measure course rigor, teaching quality, student outcomes, equity of access, or whether the program still operates today.
That narrow definition makes the ranking auditable. It can surface schools worth investigating without pretending three checkboxes capture the full learning environment.
