Why this includes more than districts
The NCES agency directory includes conventional local districts alongside independent charter agencies, education service agencies, supervisory unions, specialized public-school systems, and state- or federally operated agencies. Keeping those records visible makes the directory complete; labeling them prevents unlike comparisons.
Rankings use a narrower peer group
General district rankings include regular public-school districts and apply a published eligibility rule for each measure. Other agency types remain searchable and retain their profiles, but do not silently enter a comparison built for a different operating model.
